By the late 1970’s Circular 61 was stored in a computer file that the Mopac used called ‘Administrative Message’ it was an early form of email but instead of being addressed to an individual it went only to a printer or CRT screen. While the earlier C-61 were printed in small books by the time period you’re asking about they weren’t being printed for mass distribution. The end user just printed off the schedules that pertained to their territory.
