While the railroads had their own scale inspectors that used these scale test cars to check MP scales (hump and static). The was a Western Weighing Inspection Bureau that had offices around the Midwest. Their job was to test customer owned scales and the test car would be used for this purpose. The scale car was a rear rider only behind the caboose when being moved to a testing location.
